ForScan question: android/chromebook compatible?

I have read many posts that refer to ForScan, and I ha e always assumed the app was only available for PC,s running Windows. On a different forum I saw a post about ForScan on a cellphone. When I went to the google store, I found an app called "FordSys Scan Pro." It's billed as reading and clearing codes, including ABS codes. My question is this: does the android app include the ability to, say, bleed the ABS? Or is it just another one of many DTC and CAN bus readers?
