Odd brake issue

My brakes with constant pedal change the amount of stopping power as you slow down. Car is moving from stopper faster to stopping slower and it happens quickly. I have replaced quite a few parts and still have issue

Front wheel bearings
Tires
Rotors all 4 corners
Pads in the rear
Front pads look flat nothing obvious.

What could it be? Car drives perfect with no brakes on so doubt a bent wheel.

How do I do that?

Remove it and see it you can blow through it in both directions. If you can, it’s bad.
