The other item that is part of the equation is competition. Both Iowa and Nebraska have relatively high State Taxes but with it common to have 2 and even sometimes 3 Gas Stations on street corners, competition keeps the pricing pretty low most of the time. Plus with both States producing a ton of Ethanol E15 is common and it gives newer cars another option. $3.34 of late for E15 and with Hormuz supposedly opening that will go down fairly soon one has to imagine?
 
Ct's current gas tax is .25 a gal.
That's the direct consumer tax. There's also an 8.1% tax levied by CT on the first sale (so usually paid by a wholesaler but passed to consumers) of all petroleum products. Wholesale spot price today for gasoline at NY harbor is $3.18, so that's another ~26 cents per gallon, making total CT tax on gasoline over 50 cents per gallon.

Google says there was a court ruling that the CT petroleum tax needs to be calculated on the total sale, which includes the tax. So CT is even taxing the tax.

As @Bill Pemberton says, price also depends on competition, and I'll add that another major factor is what the local station thinks market will bear. When I was commuting to Hartford daily, I could save 20-30 cents/gal. by filling my tank outside Hartford or New Haven instead of in Fairfield County; all Top Tier stations and sometimes the same brand.
