Response from my local Congressman...


Dear Mr. Stapler:

As an overview comment, Government censors forced on Congressmen by “the powers that be”[1] do not allow me to freely express my thoughts, so please understand that my reply to your communication may be watered down, pacified, and more generic and less specific than either you or I may desire.

With that in mind, thank you for contacting me to share your views regarding H.R. 5434, the Recognizing the Protection of Motorsports Act. I welcome the opportunity to respond.

H.R. 5434 was introduced on December 16, 2019. This legislation purports to amend the Clean Air Act to provide an exemption from certain anti-tampering provisions for certain actions for modifying a motor vehicle that is not legal for operation on a street or highway and is to be used solely for competition.

H.R. 5434 is dead. It died at noon on January 03, 2020, when a new Congress was sworn in. Please know I will keep your views in mind should H.R. 5434 or a similar bill be introduced in the 117th Congress that began at noon on January 03, 2020.

Time for my rant, yep, the coal rollers aren't helping but.. SEMA does not oppose emissions regulations on cars, they never have, in fact hey were created to help and assist the aftermarket in meeting emissions regulations, Secondly, the Clean Air Act, which damn near bankrupted the US auto industry has NEVER applied to non registered vehicles (race cars) in 50 plus year s of it's existence. Thirdly, the amount of pollution that this wanker is crying about is infinitesimal not only are the coal rollers small in numbers, but so is the racing industry. This is the same type of Bureaucratic expansion that was permitted under Obama, and will now continue under Biden. It provides such convenient cover for politicians since it is called "new found authority, or newly discovered priorities" under the Clean Air Act, and not by a vote of representatives, because they know it would fail. BTW, I'm also a firearms enthusiast, and the house has proposed a bill that will require a $800 per year tax on semi autos, but it only applies to law abiding citizens because as long as we have a porous southern border, it won't be long before you can acquire shoulder mounted anti aircraft missiles, but that is OK, I guess. The reason Mo Brooks is being censored is because FB, Twitter and Google, besides mining all of your info, will deplatform your conservative views in a freaking minute,
You all need to go out and read 1984 by George Orwell, since it's not in schools anymore, in fact, buy the book, read it to your kids, put a copy of the Constitution in their Christmas stockings. do SOMETHING because we are about to lose the republic and be forced to become a bunch of mind numbed robots marching under an authoritarian government, Look at some of the past posts on here, electric cars by 2020? Clean Air Act over reach, YOUR representatives can't even speak their opinions without being deplatformed. Do any of you realize the economic disaster dropping oil and gas, the infrastructure, the automobile market , aftermarket and all of the logistical jobs that go along with it (including this website) would cause? Just the lack of freedom alone, to be able to work on your own car, is being threatened.

Exactly. SEMA has even worked with CARB to help try do right by the environment while also protecting the industry and all those who live, work, and play in it. The way that guy portrays SEMA is overly simplistic and, some would even say, ignorant.

Soooo... I signed the petition and got 3 responses. 2 were the typical lip service (one of them being from Feinstein) but one of them was from a local congressman Jared Huffman.

His note was pretty much you're F'ed and I'll do everything in my power to stop the RPM act. From what I understand the RPM act needs to be re-introduced, be argued on and voted. Unfortunately in my state, CA (yeah, i heard all the jokes) I don't see any elected official jumping on this political land mine.

As you may know, the RPM Act amends the Clean Air Act to permanently exempt race cars modified from street vehicles and used on closed race tracks from being subject to federal emissions standards. The Clean Air Act, signed into law in 1963, regulates air emissions to protect public health and welfare and control dangerous air pollutants. The Environmental Protection Agency (EPA) has taken on additional responsibility over the years as Congress enacted landmark laws such as the Clean Air Act, Clean Water Act, Toxic Substances Control Act, Safe Drinking Water Act, and the Resource Conservation and Recovery Act. These authorities have allowed the EPA to protect and improve air and water quality, regulate chemicals in products, and clean up contaminated sites across the country.
In order to reduce emissions contributing to climate change, I am a supporter of strict adherence to the emissions standards outlined in the Clean Air Act. In the 116th Congress I was a co-sponsor of the Clean Energy Innovation Funding Act of 2020, a bill to increase our federal investments in clean energy innovation with a focus on reducing toxic pollution that disproportionately impacts communities of color. I was also an original co-sponsor of the Zero-Emission Vehicles Act of 2020, which would set a Federal Zero-Emissions Vehicle standard to boost the market for battery electric vehicles and hydrogen fuel cell vehicles. I also led a bipartisan letter in 2018 urging Acting EPA Administrator Andrew Wheeler to uphold the Clean Air Act’s model of federal-state cooperation that has allowed California and other states to set strong clean air protections to improve air quality and public health, and reduce carbon pollution.
The RMP Act of 2019 has not yet been reintroduced this Congress. Should it be reintroduced and come to the floor for a vote, I will certainly keep your thoughts in mind. Unfortunately in my state, CA (yeah, i heard all the jokes) I don't see any elected official jumping on this political land mine.

We know not all representatives are going to support it, especially in states like CA. Thanks for doing it anyway. The hope is we'll get the ones who will to listen and take action. Knowing that there was bipartisan support for it not long ago is encouraging.

Where Europe goes, the US will follow, they have their "race spec" vehicles that meet emission requirements, the GT3 Porsche that I crewed on had a catalytic converter on it. So when you buy (not build, you won't be allowed to build) a race car from the factory, it will be a factory spec, emission legal car that cannot be registered on the street. It will also cost thousands more than one you could build yourself. I believe this is one reason Phoenix is not so involved in pro racing anymore, they have the ability to build their own cars and have for years. No longer allowed, must be factory GT4 spec with all the corresponding part numbers and certs. At one point I was told that Phoenix could build a Gt4 spec Mustang for around $175K. but you have to buy a factory one at around $250K. This is the problem with a highly regulated, socialist style society, the small business man and the consumer get bent over. Not to mention the attendant loss of freedom that goes with it.
Individualism and self motivation are frowned on in these societies, everything has to be "groupthink".
It really is all about the accumulation of power, via regulation and control.

I started motorsports (auto-x/tracking) because I had enough of what was going on in the gun world. I was involved
in hunting and precision shooting for years but got so sick of the political environment and regulation.

Looks like I'll have to take up crocheting... until the needles become a dangerous weapon and have to be registered.

Makes one wondered if the current build race machines could go way up in value, as I fear Blacksheep is correct, we will need converters on race machines in the future. Regardless of the future I would imagine the current vehicles will be " Grandfather Claused " but time to fight the concern is now. Our Representative in Congress ( my District ) is very Pro SEMA, so hopefully he and others will prevail?!

So, from first read, it looks like about 25% of this " infrastructure bill" is going straight towards railroading in electric vehicles
Not surprised.

My first reactions were:
1. Great.....we are Europe now
2. I wonder who will be getting the big kickbacks...........I mean campaign contributions from this move.
